The Hollow Insulating Sleeve is an insulating sleeve used to provide secondary insulation to the motor pivot. Secondary insulation is necessary to better prevent the operator from electric shock when using the appliance. The use of additional insulation allows the appliance to achieve a "double insulation" level, eliminating the need for appliance grounding. Even if an appliance is grounded through a three-core power cord, it is still good practice to employ secondary insulation.
